Windows 10 2018 Spring update introduced a pure UTF-8 mode that can be activated in Region -> Advanced -> Change system locale.
When this option is enabled, LinkPlanner refuses to start, the splash screen doesn't even show up.

It might be a problem with the recent file list. I'm unable to test on Windows 10 at the moment, but try this to see if it allows you to continue working:
- Click Start -> Run (or press Windows key + R)
- Enter "regedit" in the "Open" box
- Navigate to the key - HKEY_CURRENT_USER\Software\CambiumNetworks\LinkPlanner
- Delete the entries for "file1" to "file9"
Now try starting LINKPlanner to see if that works for you.
