I want to set up a wireless network by PMP450m, is that possible to get service without PMP450 sm?

Because the PMP 450M radio has 20mhz channel width, you can use another (none Cambium)  radio that can scan on 5ghz spectrum. So you have an idea how the spectrum looks like in the area

No, the 450 is not a Wi-Fi device so can not be used without a PMP450/450i/450d/b SM.

As Tim points out above, the 450 platform is a proprietary solution, and does not utilize any standards such as 802.11n, 802.11ac or LTE.  It requires that the link is established using a 450 radio device on both ends.
