For a new project with a Carrier, in which they will acquire 30 sectors (AP) PMP450, how should license the WM 4.0 to management the sectors? Should be three (3) licences of WM 4.0, INCLUDES 10 NODE LICENSES?

A single license is required for the WM application. The WM application comes with licenses for the first 10 nodes.
For a standard WM deployment, the following SKUs are applicable. Contact your local sales rep for specific details.

Wireless Manager is licensed to manage based on NODE count. A Wireless Manager NODE is defined as:
PMP AP
PTP Master*
CMM
Generic device (i.e. 3rd party equipment)
Note that node licenses are not required for PMP SMs or PTP Slaves. PTP 800 and PTP 810 are exceptions to this rule. For these two products, each radio in the PTP link is considered a single WM node. Therefore, a PTP 800 or PTP 810 link requires 2 WM node licenses for management rather than 1 node license.
