As far as I remember, UTF-8 draws itself automatically when the pdf is uploaded to specific editing software, which works with pdf files exactly. For example, if one opens a document with this tool to work with w9 forms, it will recognize the text well despite the fact it wasn't created to work with texts in Cyrillic languages
