cnPilot /32 ipv4 DHCP & Static

Modern OSes all support a /32 IP given through DHCP allowing broadcast domains to be constrained without the overhead of PPPoE. The cnPilot does not currently support a /32 netmask unless specifically set through PPP.

We must use netgear, linksys, and mikrotik routers for ~75% of our network because they support this.
