Bench testing radios

I am trying to bench test several elevated UBNT PowerBeams and some Force 200 radios (2.4 GHz). 

I have an ePMP 1000 AP radio powered on, on the bench, not connected to any network. None of the CPE's, Forces or Elevated UBNT radios, I have will connect to it, even though all the parameters are correct.

Will the ePMP 1000 AP radio only allow connections when it's online?

Does your ap indicate that it is transmitting? You nees gps off, use internal mode. Also turn your tx power to 0db so you don’t burn up your gear.
