It appear that I have received two radios with an improperly set country code. As a result there are no frequencies to select for carrier and the SU has no scan list. Yet under radio configuration it shows United States.

web status page shows "none" for country code.
config radio page shows "United States"

Support was able to correct it. Some issue with software loading during manufacture I think.
Units are installed and 20Mhz bandwidth speeds tests are impressive.
