3.5 to hotspot 3.3 on C024900A021A

I wasn't able to directly flash a 2.4 cpe (connectorized 2 ghz C024900A021A) to the 1000hotspot 3.3 firmware.  i downgraded th epmp 2.6.2.1 and then tried to flash to hotspot 3.3 release and it installed the pilot software just fine. 

is this expected?

What release was the ePMP radio running when the flash to hotspot 3.3 failed?

It failed to change to the hotspot software 3.3 on epmp software 3.5

It said the package was invalid (i think, may not have been the exact wording of the error. It failed at verification phase)
