In 4.6 FW version, the behavior for GUI User Authentication has been changed.
In 4.6 when Remote RADIUS Server and Fallback to Local option is enabled you won’t be able to login to GUI with local credentials, in case RADIUS Server is sendng REJECT to Authentication attempt.
If RADIUS is not reachable, then you will be able to login with Local credentials.
P.S. in earlier FW versions user would be able to login under Local credentials even RADIUS was responding with REJECT to Authentification attempt.
