Allow VLANs with no MIR

I'm preparing to deploy an IPTV service. Right now, single channels float around 3.5 Mbps. I would like to run the IPTV service on a separate VLAN that is separate from the customer's MIR. 

[i.e., If I run a 5 Mbps service for a customer, while watching TV under the MIR, that service is only 1.5 Mbps, and can't handle multiple channels at the same time. If the IPTV service was on a VLAN that was not limited by the MIR, the IPTV service could function normally and the customer would have their full service available when watching TV.]
