So, say after PAL and Incumbent usage there are 8 channels left, for ease of argument its 8 contigious channels. There are 4 GAA operators. Each is currently operating in 30mhz during the CBRS freeforall.
When CBRS is fully functional, what happens in this scenario (120 mhz of 80 mhz operating)?
Is GAA always going to be cowboy? Is it first come first served? Does CPAS even it out to 20mhz per GAA user?
I have “heard” every answer, but never recieved a definitive expert answer, if such an answer exists.
