ePMP 4600 Frequency range vs 4625 SM

I am in the FCC region. Why can the ePMP 4600 AP broadcast on a larger range of frequencies than the 4625 SM can connect to?

The 4600 AP lets me choose between 5745-6865mhz which looks be the UNII-3, 4, 5, 6, and 7 bands while the 4626 SM only can connect to 5955-6865mhz which is only part of the UNII-5 all the UNII-6, and 7?

it is by design.
Force4600C can do 5745-6865 mhz as well. It is more expensive model with more capabilities compared to Force4625.
