ePMP solution for the Bundus Telemetry and SCADA

I am implementing an ePMP solution using epmp1000 and force 200 radios for Telemetry and SCADA for a Water Utilities Org . I plan to test the 22 radios and the 19 PLC's in the office and then go and install them in bush where there is no internet will this work?  Is it the right approach. Network attacehd
