Force110 PTP can not be upgraded to 3.1

My device can not be upgraded as shown below (my English is not very good, please understand)

I was going to suggest the same thing.  I've had radios that HAVE upgraded, but my browser still displays old content.  Shut down the browser and/or go into CHROME -> SETTINGS -> HISTORY -> CLEAR BROWSING DATA and then it forces the display of new info.  This maybe isn't your problem - but just to make sure.
