How do you turn off the RF on an ePMP

On our PMP100 gear you can not select any frequency when you want the AP to be quiet. On the ePMP when you don't select a frequency it won't let you save the config.  

Setting the Transmitter Output Power to 0 does not make the radio shut up.  Even with the radio set to 0 we found it was knocking out a ubiquiti AP on the same tower.  Even though it was at 0 we had to move it to the other end of the 2.4 spectrum to make it stop interfering with the Ubiquiti.  We recently ran into this on a another tower and the installers have noted that when installing ePMP the customer radio can still see AP's that we have set to 0 output power.

Running the SA on an AP is useless because there appears to be no way to make the other ePMP APs shut up while you run the SA.

You could try setting the country code to "none" on the AP or change the AP to SM mode temporarily until you are ready for that sector to come up solidly. Last but not least if the AP is a GPS sync AP then you can set the hold off timer to somthing very small and make sure the Ap does not get a GPS signal. This last piece might be challenging if it already has the external antenna connected and on the air.
