I don't see where the ability exists to update the GPS software via Maestro, but it is a fairly critical item since, you could update the main image to a level incompatible with the GPS version and break your network.
Why is separate main-image firmware and GPS firmware even a thing? Roll these into one image and one update process.

The main image is always compatible with old GPS image and we always test this scenario.
The firmware update for the GPS firmware that you are referring to is recommended only to small subset of customers located in Asia Pacific region who experience GPS receive issues because of the new Japanese sattelite launch.
This is why this update was not mandotary and not pushed to everyone via firmware update or cnMaestro.
