I have a Canopy 5200 AP that I installed to replace one that went bad. The new AP does not allow me to turn on 2x rate. Is something wrong or do some APs just not support 2x rate?

I think you have an none advantage AP. It can only handle 7Mbit.
You can upgrade it to full ( 14Mbit)
