PMP450 SM Disassociated after AP lost power now won't register

We have 2 SM's (others over the past couple years) that spontaneously lost connection to our AP when the site lost power.  After we resolved the power issue at the AP site 38 of the SM's re-registered just fine but 2 did not.  After going onsite to both locations we discovered they where just scanning.  We unplugged power for for several minutes, swapped power supplies, and could never get these SM's to register.  It should be noted that even AP Evaluation which would normally show 3 to 4 AP's would not show any data.  We tried multiple color codes for other AP's at the same site and still no registration (doesn't even change from scanning).  The SM's are not completely deaf however as if we put them in Spectrum Analyzer mode they show strong signal (-60's range) on numerous frequencies.

These are 5Ghz SM's varying from 5.4 to 5.7Ghz frequencies.

Any help would be apprieciated, we put these customers on new SM's and they are working but we don't think these SM's are faulty just something in software that is causing them to not attempt registration.

As a note the AP's are on 13.2.1 and the SM's where on that software when they went down, we have tried upgrading the SM's to 14.1.1 and same result.

we are Highly recommend to upgrade the AP and SMs to be in same release, Can you upgrade the Ap and the SMs to14.1.2( build17)and see if this will fix the issue?

So as per the statement I assume that when you run the spectrum analyser on SM.The Spectrum result shows you -60dBm on each frequency,Correct ? If yes,this means we have high noise level on each frequency.Since the spectrum analyser graph will show the noise levels on each channel.That is not the signal stregth level actually. If the value is -60dBm or -55dBm of frequency graph. Then that is the worst channel condition for link. If the value is -80dBm or -90dBm that is better in comparison to -60dBm or -55dBm.
