problem with RF Public Network Interface Configuration

Good Morning Forum,

My problem is when i enable RF Public Network Interface Cofiguration at
some SM my clients cant surfweb but others doesnt have this problem.
Some times when i enable RF public,not inmediatly i have ping to SM
,some time i have to wait 30 or 60 minutes to i have ping to that SM,but 2 hours late my client call me ,he says i cant surfweb,but i have ping with your RF Public and i can into to SM page .

Inmediatly I disable RF public ,my client has surfweb,but i cant make ping to SM.

Is rare ,i am very confuse.

This is my network configuration i have aprox 50 SMs

I have nat at each sm ,dhcp server enable,dhcp client disable.

Router Cisco 1841: 192.168.1.1
AP1: 192.168.1.2
AP2: 192.168.1.3
AP3: 192.168.1.4
AP4: 192.168.1.5
BHM: 192.168.1.6
BHS: 192.168.1.7

create a secondary IP address on the cisco router 172.16.0.0 network adn then move all teh RF addresses to teh 172.16.0.0. network.
