Can some one tell me how many PTP 650 8-Port T1/E1 Software licenses do I need in this solution?:
Do I need 2 only? or 1 per Radio(4)?
Plus Do I need the precision timing license?
It is my first time deploying a ptp650 solution so be gentle......:)

Just one license per NIDU is needed on the radio that the NIDU is attached to.
Here's the good news: You will need one T1/E1 license for each PTP 650 that is connected to a NIDU. You don't need to buy the precision timing license separately; that's covered by the T1/E1 license.
Here's the not so good news: The TDM solution using the NIDU and PTP 650 ODUs operates across a single wireless link, and it doesn't support the two-hop network that you mention in the original post. For your two-hop application, you will need four NIDUs and four T1/E1 licenses, with the T1 or E1 data lined between the two NIDUs at the relay site.
