what country code I must select for generating license keys to obtain all the frequency bands 4.9, 5.1, 5.2, 5.3, 5.4, 5.8 and 5.9 GHz? I’m in mexico, and there is not country code for this country.

We do not yet have approval for any frequency band in Mexico. If this is for test and evaluation purpose, please contact you sales representative to get access to a development licenses.
In any case, the PTP products are designed to operate only one Regulatory Band. Switching from one band to another requires going through the Installation wizard and re-installing the link.
Note that the PTP 650 allows a license key to enable multiple Regulatory Bands, so a given license key could enable the 4.9, 5.1, 5.2, 5.3, 5.4, 5.8 and 5.9 GHz when then become available for Mexico.
