It’s not likely, 3.65 is looking more and more like a bad play due to the fact that there is no protection from interference and only 25MHz of spectrum to use in high power. You could get your very expensive 3.65 system up and some joker could come along and hose you and there is nothing the FCC will do.
It looks like Mot will be focusing on TVWS
However I will say that 3.65 is looking more and more viable for PTP solutions.
