S/N Not Recognized When Onboarding R200 Routers

I have several R200 routers that fail when onboarding as "Unknown Device". Is there a batch of serial numbers that may not be recognized?

I have a couple C3VoIP devices that are recognized (so I know it can work), but they don't have the firmware to actually register yet.
