I need to limit bandwidth to customers, would rather not have to run BAM for various reasons. Would like to know what solutions other operators are using.

We prefer to do rate limiting on CPEs, but also have controls upstream with PPPoE.
A lot of people will say “Mikrotik” - I believe their software has the ability to rate-limit traffic based on source IP address.
