The SM uses several factors to determine which AP to register to. First, color code is used. The SM will always select Primary Color Code if available over Secondary and Tertiary.
But if there are multiple APs seen within the same Color Code (all primary for example) the SM can use two methods. The first is simple: "Power Level." This always will try to register to the AP that gives the SM the highest receive power level.
The second option is what you're asking about, "Optimize for Throughput." This option uses not only Receive Power, but also Channel Bandwidth and Number of Users to determine which AP to attempt to register to. It will select higher channel bandwidths over lower channel bandwidths and also lower number of users over higher.
One warning is that when rebooting the AP the number of users count is still incrementing quickly, the SM could make a non-optimal choice.
