How can I block a client for a length of time. I see the block button, and when I do select it, it disconnects the client from the AP, but client can sign right back on. Is there a setting I am missing?

You missed to enable block by cnMaestro, access the specific WLAN where client is associated and enable block by "cnMaestro" as shown in the below screen shot. By this clients will get blocked by cnMaestro when they try to reconnect.
WLAN >> Profile Name >> Configurations >> Access Control >> Mac Authentication >> cnMaestro.
Client will be blocked permanently and if you wish the client to reconnect, unblock it by manually deleting the client or change the permission from deny to allow from the Association ACL List.

Note:
Association ACL list is common for all SSIDs and clients will not be able to connect to any SSID once blocked and if cnMaestro is enabled under those specifc WLAN profiles.
