I was wondering if you have any details on the provisioning file requirements when using the https method? Do we have to include every value? Is the file template that same as the backup config? Is there a way to have the web based settings take priority over the config and vice versa?

The provisioning file contains the complete device configuration and will override anything previously configured through the GUI. It is in the same format as the config file you can download through the GUI under Administration->Management->Save Config File.
The easiest way to generate a provisioning file is to download the config file from an exisiting device and then modify it as needed using a text editor. Note that you must change the value of the DBID_DBASE_VERSION parameter any time you modify the file otherwise the device will not update its configuration.
Can we leave values out so they won't override certain values from the GUI?
