No!
Here are the part numbers:

| C000082M004A | PTP 820G, Dual Modem, Eth Only |
| C000082M005A | PTP 820G, Dual Modem, Eth + 16 E1/T1 |
As you can see, some PTP 820G's are Ethernet only!
(They do not have the hardware interface for the 16 E1/T1s.)
