Is there way to programmatically or automatically assign licenses from Entitlements?
Not currently, but it’s something we could consider for the future. Can you describe a bit more about what you are trying to do? Are you talking about cnMaestro X entitlements, or entitlements for other products?
Yes, CnMaestro X we are working on a provisioning system that allows us to order from a disty and then have the devices automatically added to CnMaestro for Zero Touch provisioning and right now entitlements seem to be the only thing that has to be done manually.

There is another model we are considering for cnMaestro X, where instead of requiring you to purchase entitlements, we bill you (perhaps on a monthly basis), based on the number of devices in the account. Would that be easier for you?

It depends on how much that ends up being or how that licensing model would be handled. Honestly don’t think it would make it much easier as we already bundle licensing into our switch cost and the 1, 3, and 5 years give us nice options depending on our clients’ contracts.
