factory Reset tool

I have installed the factory reset tool on a laptop that was upgraded from Vista to Windows 7 and the tool opens fine there, however on a pristine windows 7 it fails and details show

Any idea what DLL the factory reset tool calls for that is failing?
or can Cambium tell us what dll files the tool needs present to work

The PMP 320 Factory reset tool only runs on Windows XP OS. We have had past customers try running the application in Compatibility mode, but it was not 100% effective.

I realize its is supposed to run on XP which of course is now end of life, but as I said it runs on a windows 7 laptop in compatability mode for windows xp.
Windows 7 pro on xpmode it wont run either which is windows xp sp3 so it should run but doesn't. it appears it calls for a dll that should be available on xp but fails. f I knew what dll it calls for I could put that dll into my xpmode system32 file.

Installed newest version of winpcap (which installs some DLL files as well) and now its working on windows 7
