R200P PoE Output Always On?

I asked during a webinar about this (and thought I was told it was auto-sensing).

It seems to me the PoE output on an R200P or C3VoIP-200P may be always on. My Mikrotik just has a small seizure when I plugged an R200P WAN port into it for configuration. My volt meter shows 29.8V on the open port. These scenarios could be triggering the auto-sense, but I want to check:

Is the PoE output always on?

Yes,PoE output is always ON in WAN port of cnPilot-R200P or cnPilot-R201P models.
