Can you tell me what revision of Canopy software your radio is using currently?
4.9 should be available in Other/* regions on a RoW radio. I tested locally and it appears to be working correctly.
Can you provide some detail and/or images that might explain the issue you're having?

You're not seeing any frequencies in the list because 4.9 GHz uses a custom frequency list. You must first configure the list of custom frequencies by following the steps shown below:
Once you've done that, go back to the Configuration-->Radio menu, and the dropdown should now contain the custom frequencies you added. Be aware, only supported frequencies for your current channel bandwidth will appear in this list.
