Will syslog send a message when an Ethernet port goes up, down or changes rate?

In your scenario, are you trying to capture the syslog for the AP or the SM Ethernet port. If you unplug the ethernet port on the AP, the radio will actually be turned off and there would be no wired connection to the external syslog server.
Alternatively, you could monitor the etherent port status by running a SNMP.
