I reported that bug in Q1 2021 and you made that firmware but issue still remains. After I change radius host from DNS name to IP it is working.
And who is using telnet (bug security hole) nowdays? 
We had retested and confirmed the DNS name for radius server is working in release 4.1.1 in our lab. After configuring the dns name for radius server, please run the below commands and post the output.
show run radius
show run pnac
show radius statistics
show ip dns cache
ping <radius_dns_name>
show dot1x interface gi x/y
