Will 800 Mhz cause problems?

I have a city entity wanting to deploy a 800 Mhz system to the same tower as the 900 Mhz.

They will be using 851-870 MHz range with an omni antenna, maximum EIRP will be 54.9dm. They completed a study and said that there will be no interference.

Does anybody think this might cause problems?
