Frame Utilization Glitch ePMP1000 AP?

It appears the AP's have a glitch in reporting the Uplink Frame Time Used.  I've checked a few AP's now, and it appears they are reporting at 99%.  My theory is this is reporting available frames instead of used frames.  I've confirmed traffic on the AP doesn't match the frames usage reporting.  Is this a known glitch, or can be reproduced, or am I interpreting this data incorrectly?
